Summarize with AI
Read summarized version with AI
- Experienced IT specialists remain scarce in Austria: in March 2026 Leadersnet reported about 6,000 missing in Vienna alone.
- Nearshore partners for Austria sit in Central and Eastern Europe and the Western Balkans, within one hour of Vienna time; non-EU locations need GDPR transfer safeguards.
- Senior nearshore rates in an April 2026 guide run from about $40 to $75 an hour in Poland, Czech Republic, Romania and Ukraine, against $100 to $140 for German vendors.
- This edition re-checked all ten companies: Codecool was replaced by NETCONOMY, and the Comtrade entry now describes Comtrade 360.
- From 1 October 2026 the NISG 2026 makes supply chain security a legal duty for companies in scope, and DORA already applies to financial entities.
- Interview the actual engineers, run a paid pilot and put code ownership, data protection and exit terms in the contract.
How Austrian companies build faster without compromising quality
Austria has become one of the stronger digital economies in Central Europe. Vienna has a lively startup scene, and Linz and Graz carry a lot of the country's industrial and engineering software work. Austrian companies in manufacturing, logistics, fintech, healthcare, energy and construction tech all need new platforms, modernized legacy systems and products that can compete outside the home market.
The constraint is people. In March 2026, Leadersnet reported, in a piece on UBIT Wien events for women in IT, that about 6,000 IT specialists are missing in Vienna alone. The WKO's ICT status report from the same month counts more than 20,000 computer science and communications technology students at universities and more than 8,000 at universities of applied sciences, but only about 19,000 graduates over five years, which it calls too few for the sector's long-term needs. Citing Statistik Austria, the same report notes that open positions have declined recently, but demand for qualified ICT specialists remains strong.
That is why many Austrian firms combine local hiring with nearshore software development: engineering teams in nearby European countries, in the same or a neighboring time zone, working as part of the Austrian team. Done well, nearshore gives you:
- Senior engineers in weeks instead of months, without a local recruiting cycle.
- Working hours that overlap fully, so stand-ups, reviews and incident calls happen in normal business hours.
- English as the working language, with German available from some providers.
- Lower total cost than an equivalent senior hire in Vienna or Graz, without dropping quality.
- Flexible engagement models, from adding one specialist to handing over a whole product.
We first published this list in May 2025. For this 2026 edition we re-checked every company on its own website and its Clutch profile, replaced one that no longer fits, corrected another, and added what readers asked for most: cost ranges, the legal points to settle before signing, and a selection process. Austria is one market within a larger picture; our Europe-wide vendor guide covers ten companies across the region, and the Austrian staff augmentation guide focuses on adding individual engineers to your team.
What nearshore means for an Austrian buyer
For a company in Vienna, nearshore usually means Central and Eastern Europe and the Western Balkans: countries within one hour of Austrian time, a short flight away, with a large pool of engineers. The table shows the usual options and the two questions that matter most in practice: time difference and whether the country is in the EU.
| Country | Time difference to Vienna | EU member | What it means for you |
|---|---|---|---|
| Slovenia, Croatia | None | Yes | Close neighbors, short travel, smaller talent pools |
| Poland, Czech Republic, Hungary | None | Yes | Large, established engineering markets |
| Serbia, North Macedonia, Montenegro | None | No | Same hours; personal data access needs GDPR transfer safeguards |
| Romania, Bulgaria | +1 hour | Yes | Agree core hours for meetings |
| Ukraine | +1 hour | No | Plan for continuity and GDPR transfer safeguards |
| Portugal | -1 hour | Yes | Western European option, one hour behind |
The EU column matters because of the GDPR. None of the non-EU countries in the table has an adequacy decision from the European Commission, so if engineers there can access personal data, you need a transfer mechanism such as the Commission's standard contractual clauses. This is routine paperwork with a good provider, but it should be in the contract from the first day, not added after an audit question.
How we selected and re-checked these companies
Every company on this list had to meet four conditions as of October 2026: it is still operating under the name we list; it delivers software engineering (not only training or recruitment) from European locations within one hour of Austrian time; it offers team extension, dedicated teams or project delivery to companies in the DACH region; and its claims can be checked on its own website or Clutch profile.
Two changes compared with the first edition:
- Codecool was removed. Codecool and Software Development Academy are EduTech training and reskilling companies that also select candidates for partner companies, as their 2022 merger announcement describes. That is useful for building a junior pipeline, but it is not nearshore software development, so it does not answer the question this list answers. We replaced it with NETCONOMY, an Austrian company with locations in Serbia.
- Comtrade was corrected to Comtrade 360. Comtrade sold its Digital Services division to Endava in August 2020, as Comtrade announced. Software development services in the Comtrade Group are now offered by Comtrade 360, which is what the entry below describes.
A disclosure: Intelvision publishes this list and is one of the companies on it. Its entry uses only facts we publish on our own site. The other entries are not ranked against each other; read them as a shortlist to compare against your own requirements. Clutch ratings and rate bands are shown as Clutch displayed them on 22 October 2026, and they change, so check the live profiles before you decide.

Intelvision | Senior engineers and dedicated teams for DACH product companies
Intelvision is a European software engineering company. We build and modernize software, implement AI in real business workflows, and place hard-to-find senior engineers inside client teams. When a project is slipping or a large investment decision is ahead, our Strike Team of senior engineering leaders runs a fixed-fee engineering diagnostic and then stays to fix what it finds.
For Austrian companies, the most relevant model is Intelvision's core one: senior developers who join your team, work inside your tools, stand-ups and release process, and are employed and supported by Intelvision. You see the first candidates within 2 to 4 days, and across our published engagements it takes 12 to 18 days from the brief to an engineer working on the project. Engagements range from a single full-time or part-time specialist to a dedicated team with engineering, QA, business analysis and delivery management.
Published work in the DACH region
- A dealer network portal for an automotive parts manufacturer in the DACH region: a 40% reduction in order and warranty processing time and a 92% dealer adoption rate within two quarters, built by a six-person team on Vue.js, Django, Next.js, PostgreSQL and Azure.
- A field operations app for a national utility company in the DACH region: a 65% reduction in inspection time and maintenance backlogs cleared twice as fast, with offline capture and GPS on React Native and Node.js.
- A real-time payments dashboard for a licensed fintech provider in the DACH region: report generation cut from two days to minutes and anomaly response four times faster.
Where it fits
Product companies and mid-sized firms that need one to six senior people inside an existing team, quickly, and want them to stay. Intelvision reports 89% team retention and a client partnership that lasts more than three years on average, and holds a 5.0 rating from 14 verified reviews on Clutch. It also suits teams whose project is already in trouble, through the Strike Team.

Ask which named engineers you will interview, how replacement works if someone leaves, and whether you need German-speaking engineers or English is enough for your team.
Comtrade 360 | Engineering for long-lived enterprise systems
Comtrade 360 is the software engineering business of the Comtrade Group. Its website lists more than 150 engineers across seven R&D campuses and 30+ years of experience. Its Clutch profile names Boston as headquarters, with its largest team in Ljubljana and an office in Dublin.
The services are framed around continuity: modernizing mission-critical systems, co-building products, strategic transition and delivery continuity when a client changes vendors, and enterprise AI enablement. Engagements run as long-term dedicated teams, fixed-price initiatives or outcome-based solutions. Clients named on its site include HPE, HYCU, WorldRemit, the Financial Administration of the Republic of Slovenia and CERN.
Where it fits
Austrian enterprises that run older, business-critical systems and need a disciplined team to modernize them, or to take over from a previous vendor without breaking operations.
Check before you sign
With offices in Boston and Dublin as well as Ljubljana, confirm which location would staff your team. Its Clutch profile shows no client reviews yet, so ask for references directly.
NETCONOMY | An Austrian company with teams in Serbia
NETCONOMY is based in Graz and has offices in Vienna and Pörtschach am Wörthersee, as well as Berlin, Dortmund, Zurich, Madrid, Amsterdam, and two locations in Serbia: Belgrade and Novi Sad. Its website lists 500 colleagues from more than 30 countries and more than 60 customers worldwide.
NETCONOMY is not a generic staff augmentation provider. It builds digital platforms: its website groups the work into digital strategy (roadmaps, process mapping, architecture design), consulting and innovation (from AI pilots to customer apps), digital platform building (connecting customer-facing platforms with core systems and adding AI) and operational excellence. Its technology partners include SAP Customer Experience, Google Cloud and Microsoft Azure, and its published customer stories include Douglas, Galenica and Blue Tomato.
Where it fits
Retailers, manufacturers and B2B companies that want a contract partner based in Austria, with teams in Serbia in the same time zone. It is a natural candidate for SAP Commerce and customer experience projects.
Check before you sign
If you need individual engineers for your own product team rather than a platform project, ask whether that model is offered. Serbia is outside the EU, so personal data access needs transfer safeguards.
Future Processing | Strategy plus execution for regulated enterprises
Future Processing was founded in 2000 in Gliwice, Poland, and lists more than 750 professionals and 900+ projects. Besides Gliwice it lists offices in London, Plano (Texas), Ternopil (Ukraine) and Stockholm, and its Clutch profile adds Düsseldorf. It holds ISO 27001 and ISO 9001 certifications, is a member of the German digital association Bitkom, and publishes a voluntary staff turnover of 8.29%.
Its services cover consulting, digital product development, cloud, data, AI and machine learning, cybersecurity, software development and managed services, with industry focus on finance, insurance, media, and energy and utilities. Austrian firms bring a provider like this in when a project needs business analysis, architecture and governance as well as code. On Clutch it shows 4.7 from 51 reviews, a $50 to $99 hourly band and a $25,000 minimum project size.
Where it fits
Banks, insurers and energy companies with complex stakeholder setups, where documentation, security and process maturity matter as much as speed.
Check before you sign
The firm is consulting-led. If you only need two developers inside your own team, make sure the engagement model and minimum size match that.
Infinum | Design-led digital products
Infinum was started in 2005 by two engineering students who used the prize money from an app-building contest to found the company. It reported 396 people in 2025 and lists offices in Zagreb, Ljubljana, Skopje, Podgorica, Amsterdam, London and New York. Its work has won design awards including Red Dot and iF.
Services span brand experience, product strategy and design, mobile and web apps, AI and data, custom IoT, enterprise platforms, cybersecurity and AI transformation consulting. The strength remains polished, design-driven products where user experience directly affects revenue. On Clutch it shows 4.8 from 58 reviews, with a $150 to $199 hourly band and a $50,000 minimum project size.
Where it fits
Consumer brands, fintech apps and premium services where the product is the brand, and where the budget allows a design-heavy team.
Check before you sign
The Clutch rate band is close to Western European agency rates, so the cost argument for nearshore is weaker here. Choose Infinum for the quality of the product work, not for savings.
Q agency | Product engineering and AI from Zagreb
Q was founded in Zagreb in 2013 and lists more than 300 IT professionals, a talent pool of 2,000+ across five countries, offices in Zagreb and London, and clients in ten countries. Deloitte ranked it the fastest-growing software agency in Europe in 2019.
Its current services fall into three groups: AI and data (AI strategy, custom agents, workflow automation, data integration), product engineering (UX and UI design, digital product development, re-architecting and modernization, cloud engineering) and technology consulting (new product discovery, technology due diligence, AI and data readiness). On Clutch it shows 4.7 from 35 reviews, a $50 to $99 hourly band and a $50,000 minimum project size.
Where it fits
Startups and mid-sized companies that want design and engineering in one team, and companies starting their first AI agent or automation project with a partner in the same time zone.
Check before you sign
Ask how much of the AI work is production delivery versus discovery, and who owns the models, prompts and evaluation data at the end.
Elinext | Broad enterprise engineering at a lower rate point
Elinext has delivered software since 1997 and lists more than 700 developers and engineers, 1,100+ delivered projects and ISO 9001, ISO 27001 and ISO 13485 certifications. Its Clutch profile names Warsaw as headquarters and lists eleven locations, including Berlin, Kyiv, Tbilisi, Waterford, Paris, Tashkent, Ho Chi Minh City, Hong Kong and Singapore.
Services cover custom software, mobile, web and full-stack development, project management, maintenance and support, DevOps, cybersecurity, testing and AI work, for industries from finance and healthcare to manufacturing, automotive, logistics, real estate and construction. That breadth suits companies modernizing ERP-adjacent or internal systems. On Clutch it shows 4.9 from 46 reviews, the lowest rate band on this list at $25 to $49 per hour, and a $10,000 minimum project size.
Where it fits
Industrial companies and mid-sized firms with integration-heavy internal systems and a firm budget ceiling.
Check before you sign
Some Elinext locations are in Asia, which is offshore rather than nearshore for Austria. Write the delivery location of your team into the contract.
The Software House | Cloud-native web platforms and team augmentation
The Software House (TSH) lists Gliwice as its headquarters on Clutch, with further offices in Warsaw, Kraków and Amsterdam. It builds web products with React, Next.js and Node.js, mobile apps with React Native, and runs a cloud practice as an AWS Advanced Partner with more than 110 certified engineers in that offering. Newer services include data engineering, generative AI, AI agents and MCP server development, alongside application modernization and platform re-architecting.
TSH offers both team augmentation and dedicated product teams, so you can start with one model and move to the other. On Clutch it shows 4.8 from 78 reviews, a $50 to $99 hourly band and a $25,000 minimum project size.
Where it fits
SaaS companies, logistics platforms and fintechs building on AWS that want a JavaScript and TypeScript team with strong cloud engineering.
Check before you sign
If your platform runs on Azure, as many DACH enterprise systems do, ask for Azure-specific experience rather than assuming the AWS depth transfers.
Scalefocus | Enterprise programs from Bulgaria and North Macedonia
Scalefocus was founded in 2012 and runs delivery centers in Bulgaria, North Macedonia and Türkiye, with commercial offices in Germany, the UK and the US and a representative office in Switzerland. It reports more than 300 clients and more than 500 projects in 26 countries.
Its capabilities are artificial intelligence, data, digital engineering, and cloud and operations, with partnerships around Databricks, Salesforce, Conga and MuleSoft. Industry focus covers aviation, aerospace, defense, energy and utilities, financial services and iGaming. The German office and German-language site point to a DACH focus. On Clutch it shows 4.9 from 39 reviews and a $50 to $99 hourly band.
Where it fits
Enterprises with multi-year transformation programs that need to scale to larger teams and integrate enterprise platforms such as Salesforce or Databricks.
Check before you sign
Bulgaria is one hour ahead of Vienna and Türkiye two hours in winter. Agree core collaboration hours and confirm which delivery center will staff your project.
Symphony Solutions | iGaming, airline and AI-focused teams
Symphony Solutions is headquartered in Amsterdam with a sales office in Antwerp, and lists delivery locations in Ukraine, Poland, North Macedonia and Nigeria, among others. Its Clutch profile names Lviv, Skopje, Rzeszów and Kraków. It now describes itself as an AI transformation and software engineering company.
Services include generative AI development and integration, data engineering and analytics, cloud and DevOps, application development, experience design, managed infrastructure and agile services. Its industry depth is unusually specific: iGaming (with its own sportsbook platform, BetSymphony), airlines, healthcare and eLearning, with clients such as Ladbrokes Coral, Caesars and Vivino named on its site. Agile coaching and delivery management remain part of the offer. On Clutch it shows 4.9 from 19 reviews, a $25 to $49 hourly band and a $25,000 minimum project size.
Where it fits
Betting and gaming operators, travel companies and organizations that want engineering capacity together with help on agile ways of working.

What nearshore development costs Austrian companies in 2026
Price is rarely the only reason to go nearshore, but it is always part of the decision. Two cost structures need to be compared.
The cost of a local hire
Austrian pay usually includes a 13th and 14th salary, the Christmas bonus and holiday allowance, whose amount and timing are set in collective agreements, works agreements or individual contracts, as the Austrian business service portal explains. On top of gross pay, employers pay their share of social insurance and payroll levies; the WKO's 2026 overview lists, among others, a 3.9% employer contribution to the family burden equalization fund, a supplement of 0.32% to 0.40% depending on the federal state, and a 3% municipal tax. Add recruiting fees, equipment, management time and the months a role stays empty, and the real cost of a senior hire is well above the advertised salary.
The cost of a nearshore engineer
Nearshore providers charge a fully loaded rate that includes their overhead, benefits, management and replacement risk. A rate guide published in April 2026 by Hauer Power, a Kraków agency, gives these vendor rates for senior engineers (5+ years) in US dollars per hour:
| Delivery country | Senior rate per hour | Monthly cost at 160 hours |
|---|---|---|
| Germany (onshore comparison) | $100 to $140 | $16,000 to $22,400 |
| Poland | $55 to $75 | $8,800 to $12,000 |
| Czech Republic | $55 to $75 | $8,800 to $12,000 |
| Portugal | $50 to $70 | $8,000 to $11,200 |
| Romania | $45 to $65 | $7,200 to $10,400 |
| Ukraine | $40 to $60 | $6,400 to $9,600 |
The Clutch rate bands in the comparison table above sit in the same range for most providers on this list, with Infinum as the premium exception. Treat all of these as planning ranges, not quotes: rates vary with the technology, the seniority mix and the length of the commitment, and specialist roles such as AI, security or SAP sit above them.
How to compare the two fairly
- Calculate the full annual cost of the local hire: 14 salaries, employer levies, recruiting, equipment and onboarding time.
- Calculate the nearshore cost for the same seniority at realistic hours, usually 150 to 165 billable hours a month.
- Add your own management overhead for the nearshore team: a product owner's time, code review, travel for kick-offs.
- Compare time to productivity. A role that stays empty for four months has a cost too, measured in delayed releases.
Legal and compliance points to settle before you sign
Nearshore contracts for Austrian companies have become more demanding since our first edition. These are the points to settle up front.
- Data protection. A data processing agreement under the GDPR whenever the provider can access personal data, plus standard contractual clauses for any access from outside the EU. Agree which environments contain real personal data and keep test data anonymized.
- NIS2 in Austria. The NISG 2026, Austria's implementation of the EU NIS2 directive, applies from 1 October 2026, according to KPMG Austria. Companies in scope must manage cybersecurity risk across their supply chain, which includes software suppliers, and essential entities face maximum fines of at least EUR 10 million or 2% of worldwide turnover, whichever is higher. If you are in scope, your nearshore contract needs security requirements, access controls and incident reporting duties.
- DORA for financial entities. Banks, insurers, payment institutions and other financial entities have been subject to the Digital Operational Resilience Act since 17 January 2025. It requires ICT third-party risk management and specific contractual provisions with ICT providers, including software development partners.
- Engineers working on site in Austria. Remote nearshore work is a cross-border service. If the provider sends engineers to work at your premises, Austrian posting rules apply: employers based in the EU, EEA or Switzerland must notify the Central Coordination Office (ZKO) before work starts and keep payroll and social security documents available, as the Austrian business service portal describes. For providers from outside the EU, the Austrian company applies to the AMS for a posting or employment permit instead. Agree in the contract who handles this.
- Intellectual property and code ownership. All code, documentation, infrastructure definitions and credentials belong to you, in repositories you control, from the first commit.
- Exit and handover. Notice periods, knowledge transfer obligations and documentation standards, written down while the relationship is good.
How to choose a nearshore partner: a step-by-step process
- Define the job. Single specialist, a team inside your process, or a project the provider owns end to end. Each needs a different kind of partner.
- Write down the non-negotiables. Technology stack, seniority, German or English, working hours, security requirements, budget ceiling and start date.
- Build a long list of five or six providers from this list and comparable ones, and remove any that do not offer your engagement model.
- Check evidence, not adjectives. Read the Clutch reviews that match your size and industry, and ask for two references you can call.
- Interview the actual engineers. Not the sales team and not a sample CV. The people you interview should be the people who start.
- Run a paid pilot. Four to eight weeks on a real piece of work with clear acceptance criteria tells you more than any proposal.
- Agree how success is measured. Delivery predictability, quality (escaped defects, rework), and how fast the team works without hand-holding.
- Sign a contract that covers the legal points above, including replacement guarantees and an exit plan.
How AI-assisted development changes nearshore engagements
Most engineers now use AI coding tools every day: 73% of respondents in the 2026 Stack Overflow Developer Survey use coding assistants and agents daily. That changes what you should ask a nearshore provider.
- Tool policy. Which AI tools the team uses, under which licenses, and whether your source code or data may be sent to them. This belongs in the contract next to the data protection terms.
- Review standards. Generated code still needs review by someone senior who understands your domain. Ask how the provider reviews AI-assisted work and how it measures quality.
- Seniority mix. AI tools speed up routine coding most. The value of a nearshore team now sits more in senior judgment, architecture and domain understanding than in typing speed, so be careful with offers built on many juniors.
- AI features in your product. If you are building AI into the product itself, look for a partner that checks the data and integrations before building, and that can explain how answers will be evaluated. Our own AI implementation work follows that order.
Mistakes Austrian buyers make with nearshore teams
- Choosing on hourly rate alone. A cheaper team that needs twice the supervision is the expensive option.
- Treating the team as a ticket queue. Nearshore engineers who attend planning, talk to users and understand the business deliver far more than those who receive tickets.
- Skipping the kick-off in person. A few days together at the start pays back over the whole engagement; the travel is short from anywhere on this list.
- No single owner on your side. Someone in Austria must own priorities and decisions, or the team fills the gap with assumptions.
- Leaving code and access with the provider. Repositories, cloud accounts and documentation should be yours from day one.
- Waiting too long when it is not working. If delivery slips for two or three months in a row, change something. When a project has already gone off track with a previous provider, a structured vendor transition protects the code, the knowledge and the timeline.
Conclusion: nearshore that feels Austrian
Austria's technology companies need to deliver faster, at sensible cost, and with enterprise-level reliability, while experienced engineers remain scarce at home. Nearshore software development gives them a practical answer: engineers in the same working hours, a short trip away, with engagement models from one specialist to a full product team.
The companies on this list each fit a different need. Comtrade 360 suits long-lived enterprise systems. NETCONOMY offers a contract partner based in Austria for commerce platforms. Future Processing and Scalefocus suit regulated enterprises and large programs. Infinum and Q agency bring strong product and design work. Elinext covers broad enterprise needs at a lower rate point. The Software House is strong on cloud-native web platforms, and Symphony Solutions on iGaming and airline software. Intelvision fits companies that need senior engineers inside their own team quickly, and a Strike Team when a project needs rescuing.
Whichever you choose, the deciding factors are the same: the people you actually get, how they work inside your process, and a contract that protects your code, your data and your exit. If you are comparing options in neighboring markets too, see our guide to nearshore companies for Germany.
