  • All nine third-party providers were re-checked on their own sites and Clutch in October 2026; all are still operating, and N-iX and Elinext now list different headquarters than in 2025.
  • Clutch rate bands for the listed companies run from $25 to $49 an hour up to $150 to $199; Accelerance puts European senior rates at $64 to $76, down 4.4% year on year.
  • German demand is the driver: 72.41% of German firms recruiting ICT specialists reported hard-to-fill vacancies in Eurostat's 2023 data.
  • EU members (Poland, Romania, Bulgaria, Croatia) keep GDPR simple; Ukraine and other non-EU countries need transfer mechanisms and continuity plans.
  • Choose on evidence, the actual engineers, total cost and exit terms, and ask every vendor how its people use AI tools and who stays accountable for the code.

Eastern Europe is one of the main nearshore software development hubs for companies in Germany, Austria and Switzerland. Poland, Ukraine, Romania, Bulgaria, Croatia and their neighbors combine strong engineering education, a mature outsourcing industry, overlapping working hours and a business culture that DACH teams find easy to work with.

The reason DACH companies look east is still the same: they cannot hire fast enough at home. In Eurostat's latest data, 72.41% of German enterprises that recruited or tried to recruit ICT specialists in 2023 reported hard-to-fill vacancies, one of the highest shares in the EU, against 67.26% in Austria and 57.5% across the EU. What has changed since we first published this list in 2025 is the price and the shape of the work. Rates in the region are under pressure, AI coding tools are standard, and the EU AI Act and DORA add questions every buyer should ask a vendor.

Below are ten nearshore software development companies with delivery in Eastern Europe, re-checked in October 2026, followed by current rates, a country comparison, the regulation that matters for DACH buyers, and a checklist for choosing a partner.

How we checked this list

For this update we opened every company's own website and its Clutch profile in October 2026. We checked that each company still operates, where it is headquartered, where it delivers from, which services it now leads with, and its Clutch rating, review count and listed hourly rate as Clutch shows them today. All nine third-party companies from the 2025 edition are still operating and still fit the list, so none was dropped. Several details changed:

  • N-iX now names Malta as its headquarters on its own site; the 2025 edition listed Ukraine.
  • Elinext lists Warsaw, Poland as its headquarters on Clutch; the 2025 edition listed Belarus, Vietnam and Western Europe.
  • Infinum is listed on Clutch with New York as headquarters, with its European engineering offices in Zagreb, Ljubljana, Skopje and Podgorica.
  • Scalefocus now leads with aviation, energy and utilities, financial services and iGaming, and with AI and data services.
  • STX Next states 450+ specialists, down from the 500+ engineers we cited in 2025.

One disclosure: Intelvision is our company, and it is listed first because this is our blog. Its entry uses only facts we publish on our own site, and we suggest you judge it with the same checklist as everyone else.

Ratings, review counts and hourly rate bands are as shown on each company's Clutch profile in October 2026. Intelvision's rate is our published monthly price, equivalent to €32 to €50 an hour.

Intelvision

Based in: Dublin, Ireland, with distributed engineering teams working inside clients' own tools.

Key services: Intelvision places senior engineers in client teams as full-time or part-time specialists, builds dedicated teams, develops and modernizes custom software, and implements AI in business workflows. Its Strike Team takes over projects that are slipping or stuck, starting with a fixed-fee engineering diagnostic.

Why it stands out: The model is built for teams that need senior people quickly and want them inside their own repositories, Jira and standups rather than behind an account manager. You see the first candidates in 2 to 4 days, and across published engagements it takes 12 to 18 days from brief to an engineer on the project. Pricing is a monthly rate of €6,500 to €9,000 per developer depending on seniority, with no upfront fees, and a developer who does not meet expectations within the first month is replaced at no additional cost.

The company reports 100+ software products delivered, a 3+ year average client partnership, 89% team retention and a 5.0 Clutch rating across 14 verified reviews. Published DACH work includes ING+ in Germany, where a dedicated team delivered a 40% development cost reduction; Visoplan, a German BIM platform where the team grew from one engineer to five and development costs were cut by 50%; AVIDENO in Switzerland, with two senior full-stack developers on the platform since June 2022; and a Swiss AI project-orchestration platform where a senior back-end developer started in 3 business days.

Consider it if: you need a few senior engineers inside an existing team, a cross-functional team for a product, or senior leadership for a project that has gone off track. It is not the right fit if you want a single vendor for a several-hundred-person program.

STX Next

Headquarters: Poznań, Poland, with a delivery center in Mérida, Mexico and offices in London, Eschborn and the United States.

Key services: Python development, AI and machine learning, enterprise retrieval-augmented generation (RAG), intelligent document processing, data engineering on Snowflake, Databricks and Microsoft Fabric, cloud on AWS and Azure, product design, web and mobile apps and QA.

Why it stands out: STX Next describes itself as a Python-native team for more than 20 years, and its stack today reflects where Python work has gone: data platforms, RAG and agent tooling on Amazon Bedrock, Copilot Studio and n8n. It lists 450+ specialists and partnerships with AWS (Advanced Tier), Azure, Anthropic, Databricks and Snowflake (STX Next). With 103 reviews and a 4.7 rating, it has one of the deepest review histories on this list (Clutch).

Consider it if: your product is Python-based or data-heavy, or you are building AI features on top of an existing data platform. Clutch lists a minimum project size of $50,000.

N-iX

Headquarters: Malta, per its own site, with a presence in Poland, Ukraine, Bulgaria, Romania, Sweden, the UK, the USA, Colombia and India.

Key services: software engineering, AI-augmented development, AI consulting and agent development, cloud solutions, data and analytics, and enterprise systems.

Why it stands out: N-iX is the largest company on this list. It states 2,400+ engineers, 24 years of delivery, 90+ enterprise clients and 400+ cloud projects, and it holds ISO 27001 and ISO 9001:2015 certification (N-iX). Its industries include finance, manufacturing, telecom, energy and utilities, logistics and automotive. For DACH enterprises that need a large team with mature security and delivery governance, the scale and the spread of delivery locations reduce dependence on any one country.

Consider it if: you run an enterprise program that needs dozens of engineers across cloud, data and application work. Clutch shows a 4.8 rating from 35 reviews and a minimum project size of $100,000 (Clutch).

Infinum

Headquarters: New York, USA, per Clutch, with European offices in Zagreb, Ljubljana, Skopje, Podgorica, London and Amsterdam.

Key services: product strategy and design, brand experience, mobile and web apps, enterprise platforms, custom IoT solutions, AI transformation consulting, AI and data engineering, and cybersecurity.

Why it stands out: Infinum remains the design-led choice on this list. It describes itself as an end-to-end provider covering the whole digital product lifecycle, lists 400+ tech professionals and has worked with clients for two decades (Infinum). It is also the most expensive company here: Clutch lists an hourly rate of $150 to $199, alongside a 4.8 rating from 58 reviews (Clutch).

Consider it if: the product's user experience is the business, for example a consumer app, and you want strategy, design and engineering from one team. If you mainly need engineering capacity, the price premium is hard to justify.

Q Agency

Headquarters: Zagreb, Croatia, with an office in London.

Key services: UX and UI design, digital product development, re-architecting and modernization, cloud engineering, AI and data services such as workflow automation and multi-agent orchestration, and consulting including product discovery and technology due diligence.

Why it stands out: Q states 300+ employees, 65% of them senior, delivering for mid-sized, large and enterprise clients across 10 countries (Q Agency). It offers team as a service, fixed scope, staff augmentation and what it calls human-agent pods, one of the clearer signs on this list of a vendor reorganizing delivery around AI agents. Clients on its site include media and fintech brands.

Consider it if: you need a product team that can also modernize an existing platform or run due diligence before an investment. Clutch shows a 4.7 rating from 35 reviews (Clutch).

Future Processing

Headquarters: Gliwice, Poland, with offices in the UK, Germany, Sweden, the USA and Ukraine.

Key services: consulting, digital product services, cloud, data solutions, AI and machine learning, cybersecurity, software development and managed services.

Why it stands out: Founded in 2000, Future Processing combines engineering with business analysis and consulting, so clients get architects, analysts and delivery managers around the developers. It states more than 800 specialists and 900+ projects, and it is an AWS Advanced Tier Services Partner, a Microsoft Partner since 2007 and a Google Cloud Partner (Future Processing). Its industry focus includes finance, insurance, media and energy and utilities.

Consider it if: you want end-to-end delivery with a consulting layer, especially in finance or insurance. Clutch shows 4.7 from 51 reviews and a minimum project size of $25,000 (Clutch).

Dreamix

Headquarters: Sofia, Bulgaria, with an office in Cirencester, England listed on Clutch.

Key services: custom enterprise software, legacy modernization, API integrations, product development, cloud and DevOps, AI and machine learning including agentic AI, and QA, across Java, .NET, Angular, React, Node.js and Python.

Why it stands out: Dreamix has built its reputation on enterprise Java and on industries where compliance and stability matter: aviation, RegTech, insurance, healthcare, transportation and fintech. Its site cites 300+ engineers and 20+ years of experience (Dreamix). It holds a 5.0 Clutch rating from 38 reviews with an hourly rate band of $25 to $49 (Clutch), which makes it one of the stronger value options for enterprise work.

Consider it if: you run Java-based enterprise systems in a regulated industry and need modernization or long-term maintenance.

Scalefocus

Headquarters: Sofia, Bulgaria, with offices in Plovdiv, Burgas, Skopje, Bitola and Wilmington, Delaware.

Key services: AI, data, digital engineering, cloud and operations, and enterprise platforms including Databricks, Salesforce, Conga and MuleSoft.

Why it stands out: Scalefocus has narrowed its focus since 2025. It now leads with aviation including aerospace and defense, energy and utilities, financial services and iGaming, and says it has served 30+ fintechs and banks, completed 1,000+ projects and works with 300+ clients (Scalefocus). Its enterprise platform practice is useful when a program mixes custom engineering with Salesforce or Databricks work.

Consider it if: you are an enterprise in one of its focus industries. Clutch shows 4.9 from 39 reviews (Clutch).

Symphony Solutions

Headquarters: Amsterdam, the Netherlands, with locations in Lviv, Kraków, Rzeszów, Skopje, Antwerp and Boston listed on Clutch.

Key services: cloud-native and application development, managed infrastructure, DevOps, generative AI development and AI integration, data engineering, experience design, technology consulting and Agile services.

Why it stands out: Symphony Solutions now calls itself an AI transformation and software engineering company and refers to a 17-year history. Its industry focus is iGaming, including sports betting and casino, airlines, healthcare and eLearning (Symphony Solutions). It still offers Agile services alongside delivery, which helps clients who want process change and engineering from the same partner.

Consider it if: you work in iGaming or travel, or you want delivery combined with Agile coaching. Clutch shows 4.9 from 19 reviews and a rate band of $25 to $49 (Clutch).

Elinext

Headquarters: Warsaw, Poland, per Clutch, with locations including Kyiv, Tbilisi, Tashkent, Ho Chi Minh City, Berlin, Paris and Waterford.

Key services: custom web, mobile and full-stack development, legacy modernization, QA, DevOps, cybersecurity, AI integration and IT support.

Why it stands out: Elinext has been building software since 1997 and states 700+ engineers working from 11+ offices in Europe and Asia (Elinext). Its industry list is broad, from finance, healthcare and manufacturing to logistics, real estate, energy and construction, and its longevity shows in its legacy modernization work. Note that part of its delivery footprint is in Asia and the Caucasus, so confirm where your team would sit.

Consider it if: you need to modernize an older system on a moderate budget. Clutch shows 4.9 from 46 reviews, a rate band of $25 to $49 and a minimum project size of $10,000 (Clutch).

Nearshore rates in Eastern Europe in 2026

Rates in the region have softened. Accelerance's rate analysis, published in November 2025 and based on a survey of 60 development partners, puts European rates at $31 to $39 an hour for junior developers and $64 to $76 for senior developers, down 4.4% year on year, with downward pressure especially strong in Central and Eastern Europe. It attributes the decline to global talent competition, AI adoption and shifts in the talent pipeline.

The companies on this list show how wide the spread is. On Clutch, five list $50 to $99 an hour, three list $25 to $49, and one lists $150 to $199. Intelvision's published price is €6,500 to €9,000 per developer per month, equivalent to €32 to €50 an hour, with salaries, benefits, tools and training included.

To estimate a budget, multiply people by monthly cost and duration, then add your own management time. A worked example using Accelerance's senior range: four senior engineers at $64 to $76 an hour, for about 160 hours a month each, cost roughly $41,000 to $48,600 a month, or $246,000 to $292,000 over six months. Then check what the rate includes:

  • Is QA, delivery or project management billed separately?
  • Are there recruitment, setup or notice-period fees?
  • What happens, and what does it cost, when someone leaves or underperforms?
  • Is time spent onboarding and in your ceremonies billable?

The hourly rate matters less than the cost per unit of working software. A cheaper team that needs heavy supervision, or that leaves after six months and takes its knowledge with it, is the expensive option.

English proficiency ranks are from the EF English Proficiency Index 2025, where Croatia ranks 2nd, Germany 4th, Romania 11th, Poland 15th and Bulgaria 18th, and Ukraine ranks 45th. Country averages say little about the individual engineers you will work with, so test communication in the interview.

Ukraine deserves a specific note. Its IT industry has kept working through the war: IT exports reached $6.66 billion in 2025, 3.3% more than in 2024, as reported by dev.ua, the first growth after two years of decline. Vendors with Ukrainian teams should be able to show you backup power and connectivity, a plan for team members who are called up, and in many cases delivery spread across several countries.

Regulation DACH buyers must account for in 2026

Three sets of rules shape how you contract and run a nearshore team.

  • GDPR and data transfers. Inside the EU, personal data moves freely. Ukraine, Serbia, North Macedonia, Moldova and Georgia are not on the European Commission's list of adequacy decisions, so if engineers there access personal data, you need a transfer mechanism such as standard contractual clauses, plus a data processing agreement. Better still, keep production personal data out of development environments.
  • DORA for financial services. The Digital Operational Resilience Act has applied since 17 January 2025 and requires in-scope financial entities to keep a register of contractual arrangements with ICT third-party service providers. A nearshore development partner belongs in that register, with exit and audit clauses in the contract.
  • The EU AI Act. The Act became applicable on 2 August 2026, with some exceptions. Prohibitions and AI literacy duties have applied since February 2025 and general-purpose AI obligations since August 2025; after the AI Omnibus, high-risk rules for Annex III use cases apply from 2 December 2027. If your vendor builds AI features for you, agree who documents the system, its data and its risk classification.

How AI-assisted development changes nearshore engagements

Every company on this list now offers AI services on its website, and the market is pricing it in. Accelerance credits the growing pool of AI-augmented developers with part of the rate decline, and notes that AI-enabled delivery is becoming a differentiator for providers. In practice, three things change for buyers.

  • Seniority matters more. AI tools speed up writing code but not deciding what to build, reviewing it or owning production. A smaller senior team with strong review habits often outperforms a larger junior one.
  • Ask how AI is used, and who is accountable. At Intelvision, engineering job requirements include confident daily use of AI coding tools such as Copilot, Claude or Cursor, while the engineer stays responsible for correctness, testing and the quality of the result. Ask every vendor for its equivalent policy, including which tools may see your code.
  • Measure output, not hours. If a vendor's AI tools make its people faster, you should see it in lead time and in the scope delivered per sprint, not only in the vendor's margin.

How to choose a nearshore software development partner

Start from the problem, not the vendor list. A missing specialist, a product team for a new platform, and a rescue of a failing project need different partners. Then score each candidate against the same criteria:

  1. Relevant evidence. Case studies in your industry and stack, with named results and team sizes, and references you can call.
  2. The people, not the logo. Interview the actual engineers who would join your team, and ask how long they would stay.
  3. Speed and continuity. Time to first candidates, time to a working engineer, and what happens when someone leaves.
  4. Engagement model. Staff augmentation, a dedicated team or a fixed-scope project, and who owns delivery in each.
  5. Total cost. Rate, what it includes, notice periods and minimum project sizes.
  6. Security and compliance. ISO 27001 or equivalent controls, GDPR transfer setup, DORA clauses if you are a financial entity, and an AI tools policy.
  7. Exit terms. You own the code, the repositories and the documentation, and the contract includes a handover.

Our guide on how to find a reliable software development partner covers due diligence in more detail.

Common mistakes when hiring a nearshore team

  • Choosing on hourly rate alone. The spread on this list runs from $25 to $199 an hour. Compare what each team would deliver, not what an hour costs.
  • Skipping the interview with the actual engineers. The sales team will not write your code.
  • No product owner on your side. A nearshore team without clear priorities builds the wrong thing quickly.
  • Treating the team as outsiders. Teams that join your standups, repositories and planning deliver more than teams that receive tickets by email.
  • Ignoring knowledge concentration. If only the vendor's people understand the system, you have a dependency, not a partnership. Insist on documentation and shared code review.
  • Signing before checking data transfer and compliance terms. Retrofitting GDPR or DORA clauses after work starts is harder than agreeing them up front.

Conclusion

Eastern Europe remains one of the strongest regions for nearshore software development for DACH companies. Poland, Romania, Bulgaria, Croatia and Ukraine offer a deep pool of engineers, overlapping working hours and a business culture that fits. The ten providers above cover very different needs, from Python and data platforms to design-led products, regulated enterprise systems and iGaming.

The choice in 2026 is less about finding developers and more about finding the right team at a fair cost per result: senior people, clear accountability for AI-assisted work, sound data protection and a contract you can exit. If you need senior engineers inside your team within weeks, or a dedicated team for a product, Intelvision is one option to put on your shortlist. Frequently asked questions

Which country in Eastern Europe is best for nearshore software development?
It depends on the work. Poland has many large vendors, Bulgaria and Romania are strong for enterprise delivery at competitive rates, Croatia ranks highest of these countries in the EF English Proficiency Index 2025, and Ukraine has deep senior talent but sits outside the EU, so data transfer rules and continuity planning apply.
How much does nearshore software development in Eastern Europe cost in 2026?
Accelerance puts European rates at $31 to $39 an hour for juniors and $64 to $76 for seniors, down 4.4% year on year. On Clutch, the companies in this list show bands from $25 to $49 up to $150 to $199 an hour. Intelvision charges €6,500 to €9,000 per developer per month.
Is nearshoring to Ukraine still viable?
Yes, for many companies. Ukrainian IT exports reached $6.66 billion in 2025, up 3.3% on 2024, as reported by dev.ua. Ask vendors for backup power and connectivity plans, a plan for staff who are called up, and a GDPR transfer mechanism, because Ukraine has no EU adequacy decision.
What is the difference between nearshore development and staff augmentation?
Nearshore describes where the team is: a nearby country with overlapping hours. Staff augmentation describes the model: engineers join your team and you manage delivery. A nearshore vendor can also run a dedicated team or a fixed-scope project, where it owns more of the delivery.
Do EU AI Act and DORA rules affect nearshore contracts?
Yes. DORA has applied since 17 January 2025, and in-scope financial entities must register ICT third-party providers, including development partners. The AI Act became applicable on 2 August 2026, with high-risk rules for Annex III use cases from 2 December 2027, so agree who documents any AI system the vendor builds.
How quickly can a nearshore developer start?
It varies by vendor and role. At Intelvision, first candidates are shared in 2 to 4 days, and published engagements took 12 to 18 days from brief to an engineer on the project; in one Swiss engagement a senior back-end developer started in 3 business days.
